I was about to reply to your question about ‘environmentally congruent’, but it seems to have disappeared.
Anyway, you were right about the meaning.
‘Congruent’ means ‘corresponding’ or ‘equal’
So ‘environmentally congruent’ means ‘corresponding to the environment’. It is vague, but can imply ‘good for the environment’ ie. sustainable, energy efficient, as well as appropriate to things like local climate, building materials, etc.
Environmentalists tend to criticise buildings that are not ‘suited’ to the Australian climate/environment. For example, houses should have big verandahs to provide shade and protection from our harsh sun.
